Strengthening EPR Implementation in Georgia: Grant Oversight and Circular Economy Advisory Support

Georgia faces growing challenges in the management of waste and the transition towards a circular economy. Despite significant progress in adopting modern waste management legislation and launching Extended Producer Responsibility (EPR) systems, the country continues to experience low recycling rates, limited source separation, and weak infrastructure for waste collection and treatment.

To address these issues, the Joint Programme (JP) "Green, Inclusive and Circular Economy: Waste Reduction and Recycling for Citizens' Health" has been launched, funded by the European Union and implemented jointly by the United Nations Development Programme (UNDP) and the United Nations Industrial Development Organization (UNIDO), in partnership with the Environment Agency Austria (UBA). The programme has the objective to establish inclusive, equitable and fair EPR waste management systems in Georgia, reinforced in line with EU standards.

Objective

Support the implementation of a Grants Programme targeting Producer Responsibility
Organizations (PROs) and CSOs/NGOs, primarily through grant proposal evaluation,
grant monitoring, and technical oversight. The grants programme aims to strengthen the implementation of Extended Producer Responsibility (EPR) systems by addressing gaps in infrastructure, institutional capacity, financing, and stakeholder engagement, while promoting inclusive approaches across key waste streams.
