National Position Paper on Electronic Waste (E-Waste) in Cambodia

The United Nations Development Programme (UNDP) is the United Nations’ global development network, advocating for change and connecting countries to knowledge, experience, and resources to help people build better lives. The UNDP Cambodia Country Office works in partnership with the Royal Government of Cambodia (RGC), non-governmental organizations, civil society organizations, community-based organizations, multilateral aid agencies, bilateral donors, and the private sector to accelerate the achievement of the Cambodia Sustainable Development Goals (CSDGs) and other national development priorities, as set out in the Pentagonal Strategy for realizing the national Vision 2050.

The rapid growth in electronic device consumption in Cambodia has led to a significant increase in electronic waste (e-waste), posing mounting environmental, health, and economic challenges. While e-waste contains valuable recoverable materials, the absence of formal collection, recycling, and regulatory systems has resulted in unsafe handling practices and missed economic opportunities.

The National Position Paper on Electronic Waste in Cambodia provides a strategic foundation to support the development of a coherent national approach to environmentally sound e-waste management. Its scope encompasses a detailed analysis of the current e-waste landscape, the identification of policy gaps and strategic opportunities, and the formulation of concrete, actionable recommendations aligned with international best practices and the Cambodian context, including the Pentagonal Strategy Phase I (2024–2028), the Urban Solid Waste Management Policy (2020–2030), and the Circular Strategy on Environment (2023–2028).

Objective

The National Position Paper aims to establish a shared national understanding of Cambodia’s e-waste landscape by identifying policy, legal, institutional, and technical gaps in current e-waste management systems. It provides evidence-based policy and investment recommendations aligned with international best practices to support Cambodia’s transition toward a circular economy and green growth model, while strengthening the country’s readiness for future regulatory frameworks and private sector engagement.
