Instruments for Extended Producer Responsibility (EPR) for Cambodia

Waste management, particularly plastic, packaging, and electronic waste, remains a growing challenge in Cambodia. To address this, the country is exploring the adoption of Extended Producer Responsibility (EPR) schemes to shift environmental and financial responsibility for waste from the public sector to producers. In support of these efforts, UNDP is engaging international expertise to design and pilot EPR systems, develop regulatory and operational instruments, and guide the transition toward full-scale implementation, strengthening Cambodia’s long-term environmental sustainability and economic resilience.
Objective
Provide high-level technical and strategic support to design, pilot, and enable the effective implementation of Extended Producer Responsibility (EPR) schemes in Cambodia, strengthening the country’s waste management system and supporting a transition toward a circular and sustainable economy.
