Circular Economy Roadmap Toolkit for Emerging Economies

A Circular Economy Vision



Transitioning to a circular economy in emerging economies presents significant challenges, including a lack of comprehensive approaches, poor integration of industrial and innovation strategies, and the absence of detailed microdata. To overcome these challenges, the Circular Innovation Lab has developed the Circular Roadmap Toolkit for Emerging Economies, designed to enable national governments to shift from a linear to a circular economic model.


Governments and policymakers are crucial in guiding national transitions to circular economies. However, starting the process requires significant effort, technical know-how, and collaboration, which is a significant task.


This paper introduces a transparent methodology in the form of a toolkit. Within it is a step-by-step process for countries, starting with planning and engaging stakeholders, then forming a dedicated team, identifying key stakeholders, and thoroughly analyzing the country's current economic framework to find opportunities for circularity. 

Drawing insights from global case studies, it offers practical solutions tailored to each developing country's unique context. It highlights the importance of collaborative efforts involving businesses, international organizations, academic institutions, financial entities, and non-governmental organizations (NGOs).
